Topic: "APS and SRP Policies and Procedures for Rolling Blackouts"

APS and SRP will discuss their curtailment (rolling blackout) policies and procedures. Dave Mcghan of APS and Jeff Packer of SRP will discuss their respective company's curtailment (rolling blackout) policies and procedures. Jeff and Dave will each talk a little bit about their respective methods and then open the floor for discussion. Both are involved in the distribution side of the utility business and are intimately involved in curtailment issues for their employers.

Speaker Bios:
Dave McGhan:
Dave McGhan started with APS in 1982. He has had broad experience including reading both gas and electric meters. He has been an Area Serviceman and a Customer Service Representative. He is presently the Manager of the Customer Account Management Department, which includes APS' Power Quality engineers. Dave is also very involved in Distribution Operations, particularly during storm restoration, and other emergency situations. Dave is one of the key architects of APS' Curtailment Policy.

Jeff Packer:
Jeff Packer joined SRP in 1973, making the transition to power dispatching in 1980. Since 1990 Jeff has been a Shift Supervisor in SRP's Distribution Operations Center, which is responsible for operating SRP's 22kV, 12kV and 4kV systems, including implementing load curtailment or blackout procedures. Jeff's preparation for his present role at SRP includes studies at Maricopa Community College, Western International University and Arizona State University.
